Like Dave said, the church is made up of believers, but it is not primarily for believers. The vision of any church should be one devoted to seeking and saving the lost by proclaiming the good news of Jesus Christ. Take some time to think about the vision of your church and how it is reflect in the way you carry out ministry. Ask God to impress upon you any changes that need to be made. As He does, pursue faithful obedience to His call.
